(b)落實政府采購政策需滿足的資格要求：（1）扶持中小企業政策：本項目不是專門面向中小企業采購，評審時小型和微型企業享受10%的價格折扣。如大中型企業與小微企業組成聯合體，按要求提供聯合體協議書且小微企業的合同份額占到合同總金額30%以上的，評審時享受4%的價格折扣。（2）殘疾人福利性單位，并將其視同小微型企業。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing from small and medium-sized enterprises. During the evaluation, small and micro enterprises are entitled to a 10% price discount. If large and medium-sized enterprises form a consortium with small and micro enterprises and provide a consortium agreement as required, and the contract share of small and micro enterprises accounts for more than 30% of the total contract amount, they will enjoy a 4% price discount during the evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) This project does not allow subcontracting.        

(i)符合《中華人民共和國政府采購法》第二十二條的規定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
