簡要規(guī)則描述:本項目擬通過公開競爭性磋商采購的方式選取一家合格的供應(yīng)商為2025年濰坊新村街道機關(guān)食堂提供管理服務(wù)工作,服務(wù)內(nèi)容包括提供工作日的早餐、午餐,工作日值班人員(晚)、雙休日及國定假日(春節(jié)假期等)值班人員(早、午、晚)用餐,其他重大活動用餐(需服從采購人調(diào)整),每兩個月至少舉辦一次美食節(jié)活動等。(具體詳見第三章采購需求書)            

Brief Specification Description: This project intends to select a qualified supplier through public competitive consultation procurement to provide management services for the canteen of the Xincun Sub-district Office in Weifang in 2025. The service contents include providing breakfast and lunch on working days, meals for duty personnel on working days (evening), and meals for duty personnel on weekends and national holidays (such as the Spring Festival holiday) (breakfast, lunch, and evening) Other major event meals (subject to the adjustment of the purchaser), and at least one food festival event every two months, etc. (For details, please refer to Chapter Three of the Procurement Requirements Document.

二、申請人的資格要求
2. Qualification Requirements for Suppliers

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定;

(b)落實政府采購政策需滿足的資格要求:(1)落實預(yù)留份額措施,提高中小企業(yè)在政府采購中的份額,扶持中小企業(yè)政策:本項目是專門面向中小企業(yè)采購,評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。(2)扶持殘疾人福利性單位,并將其視同小微型企業(yè);        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and medium-sized enterprises. (c)本項目的特定資格要求:1、未被“信用中國”(www.creditchina.gov.cn)、中國政府采購網(wǎng)(www.ccgp.gov.cn)列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單;
2、須系我國境內(nèi)依法設(shè)立的法人或非法人組織;
3、須具有食品經(jīng)營許可證(經(jīng)營項目須涵蓋本項目內(nèi)容);
4、本項目不允許轉(zhuǎn)包。
       

(c)Specific qualification requirements for this program: 1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization lawfully established within the territory of China; 3. Must hold a food business license (the business scope must cover the content of this project); 4. Subcontracting is not allowed for this project.        

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定;

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
