(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目是專門面向中小企業采購，評審時中小企業均不執行價格扣除優惠；（2）殘疾人福利性單位，并將其視同小微型企業。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement, and implement the policy of supporting small and medium-sized enterprises: This project is specifically for procurement by small and medium-sized enterprises, and during the evaluation process, small and medium-sized enterprises do not enjoy the price deduction benefits; (2) Disability welfare units, and treat them as micro and small enterprises.        

(c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
2、須系我國境內依法設立的法人或非法人組織；
3、本項目不允許轉包。
4、具備省市級公安部門核發的有效的《保安服務許可證》。        

(c)Specific qualification requirements for this program: 1. Not included in the lists of "Credit China" (www.creditchina.gov.cn) or China Government Procurement Network (www.ccgp.gov.cn) regarding dishonest executors, major tax violation offenders, or serious illegal acts in government procurement; 2. Must be a legal entity or unincorporated organization established within China; 3. This project does not allow subcontracting. 4. Possess a valid "Security Service License" issued by the provincial or municipal public security department.        

(i)符合《中華人民共和國政府采購法》第二十二條的規定；
