簡要規格描述或項目基本概況介紹、用途：提升三林鎮社會治安水平，維護社會秩序，協助開展三林行政區域辦公場所正常工作秩序的常態化維護，配合落實大型活動安全保障，鎮域內輔助巡查、整治、臨時性專項任務，緊急情況處置等其他工作（楔形綠地區域除外）。本包件年度工作量總計不少于119352小時，共12個月。由投標人根據工作內容、執勤區域合理安排，從而確保項目績效目標達成。本項目共設3個包件，同一投標人可對一個包件進行投標，也可對多個包件同時進行投標，同一投標人允許最多中標3個包件。（具體詳見第三章服務需求書）
Brief specification description or basic overview of the project: Improve the social security level of Sanlin Town, maintain social order, assist in the normalization maintenance of the normal working order of the office space in Sanlin administrative area, cooperate with the implementation of the safety guarantee for large-scale activities, assist in inspections, rectification, temporary special tasks, emergency handling and other work within the town (except for wedge-shaped green areas). The total annual workload of this package is not less than 119,352 hours, totaling 12 months. The bidder shall make reasonable arrangements according to the work content and duty area, so as to ensure the achievement of the project performance objectives. There are 3 packages in this project. The same bidder can bid for one package or multiple packages at the same time. The same bidder is allowed to win up to 3 packages. (See Chapter III Service Requirements for details)

Brief specification description or basic overview of the project: According to the arrangement of the purchaser, we will be on duty at key points within the jurisdiction of the country during a specific period, and deal with all kinds of emergencies in an emergency manner to prevent serious consequences caused by untimely handling, and to prevent social hype and negative influence caused by ineffective work. The total workload of this package is expected to be no less than 159,000 hours, totaling 12 months. 簡要規格描述或項目基本概況介紹、用途：開展日常屬地吸附，有效提供跨鎮域、跨區域、跨地域安全保障服務等工作，確保全鎮大局持續和諧穩定。深入推進矛盾化解法治化為主線，以防范化解突出矛盾風險為抓手，聚力抓好重點領域矛盾問題化解，推動三林鎮社會面穩定形勢平穩向好。本包件總工作量不少于141232小時，共12個月。由投標人根據工作內容及實際情況合理安排，從而確保項目目標達成。本項目共設3個包件，同一投標人可對一個包件進行投標，也可對多個包件同時進行投標，同一投標人允許最多中標3個包件。（具體詳見第三章服務需求書）
Brief specification description or basic overview of the project: Carry out daily territorial adsorption, effectively provide cross-town, cross-regional and cross-regional security services, and ensure the continued harmony and stability of the overall situation of the town. We will further promote the legalization of contradiction resolution as the main line, take the prevention and resolution of prominent contradiction risks as the starting point, concentrate on solving contradictions in key areas, and promote the stable social situation in Sanlin Town. The total workload of this package is not less than 141,232 hours, totaling 12 months. Reasonable arrangement shall be made by the bidder according to the work content and actual situation, so as to ensure the achievement of the project objectives. There are 3 packages in this project. The same bidder can bid for one package or multiple packages at the same time. The same bidder is allowed to win up to 3 packages. (See Chapter III Service Requirements for details)
合同履約期限：服務期限12個月，具體以合同簽訂日期為準。

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向中小企業采購，評審時中小企業均不執行價格折扣優惠。（2）殘疾人福利性單位，并將其視同小微型企業。

(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織；
（4）具有省、自治區、直轄市公安局頒發的《保安服務許可證》；
（5）本項目不允許轉包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law; (4) Having a Security Service License issued by the Public Security Bureau of a province, autonomous region or municipality directly under the Central Government; (5) Subcontracting is not allowed for this project.
