(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高小微企業(yè)在政府采購中的份額，支持小微企業(yè)發(fā)展：本項目專門面向小微企業(yè)采購，評審時，小微企業(yè)產(chǎn)品均不執(zhí)行價格扣除優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產(chǎn)品。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and micro enterprises in government procurement and support the development of small and micro enterprises: This project is specifically for the procurement of small and micro enterprises. During the evaluation process, no price deduction benefits will be applied to the products of small and micro enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises (please refer to the procurement documents for details).        

(c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
2、須系我國境內(nèi)依法設立的法人組織；
3、具有建筑工程施工總承包三級及其以上資質；
3、具有安全生產(chǎn)許可證（有效期內(nèi)）；
4、擬派項目負責人具有建筑工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔任其他在建的建設工程項目的項目負責人；
5、業(yè)績要求：無；
6、其他要求：無。        

(c)Specific qualification requirements for this program: 1. Not included in the lists of "Credit China" (www.creditchina.gov.cn) or China Government Procurement Network (www.ccgp.gov.cn) for individuals with bad credit records, major tax violations, or serious illegal acts in government procurement; 2. Must be a legal entity established within China; 3. Have the qualification for construction engineering general contracting at level three or above; 4. Have a safety production license (valid within the validity period); 5. The project leader to be dispatched has the registered construction engineer qualification for construction engineering at level two or above, possesses a valid safety production assessment certificate, and is not currently serving as the project leader of any other ongoing construction projects; 6. Performance requirements: None; 7. Other requirements: None.
