(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目專門面向中小企業(yè)采購，評審時，小微企業(yè)產(chǎn)品均不執(zhí)行價格扣除優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實行強制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強制采購政策。(4）購買國貨政策：本項目不接受進(jìn)口產(chǎn)品。

(c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴(yán)重違法失信行為記錄名單；
2、須系我國境內(nèi)依法設(shè)立的法人組織；
3、具有建筑工程施工總承包三級及其以上資質(zhì)；
4、具有安全生產(chǎn)許可證（有效期內(nèi)）；
5、擬派項目負(fù)責(zé)人具有建筑工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項目的項目負(fù)責(zé)人；
6、業(yè)績要求：無；
7、其他要求：無。        

(c)Specific qualification requirements for this program: 1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person organization established in accordance with the law within the territory of China; 3. Possess a Grade 3 or above general contracting qualification for construction projects; 4. Possess a valid work safety license; 5. The proposed project leader should hold a second-level or higher registered constructor professional qualification in the field of building engineering, possess a valid certificate of qualification for safety production assessment, and not be concurrently serving as the project leader of any other ongoing construction project. 6. Performance requirements: None; 7. Other requirements: None.
