(b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises for procurement. During the review process, products from small and micro enterprises will enjoy a 10% price discount. (2) Welfare units for the disabled, and they are regarded as small and micro enterprises. The industry to which the small and medium-sized enterprises in this project belong is other unspecified industries.        

(c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
2、須系我國境內依法設立的法人或非法人組織（包件2接受分公司以自己名義參加采購活動，若供應商若以分公司或分支機構名義參加的，應當取得總公司針對本項目的唯一授權）；
3、須具備自然資源主管部門依法頒發的《測繪資質證書》，資質等級須為乙級及其以上，業務范圍包括測繪航空攝影、地理信息系統工程等專業（此條僅適用于包件1）；
4、本項目不允許轉包、違法分包。        

(c)Specific qualification requirements for this program: 1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person or an unincorporated organization established in accordance with the law within the territory of China (Package 2 accepts branches to participate in the procurement activities in their own names. If the supplier participates in the name of a branch or a subsidiary, it must obtain the sole authorization from the head office for this project).
