(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目專門面向中小企業采購，評審時，小微企業產品均不執行價格扣除優惠。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。(4）購買國貨政策：本項目（是/■否）接受進口產品。

(c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
2、須系我國境內依法設立的法人組織；
3、具有市政公用工程施工總承包三級及其以上資質；或具有公路交通工程（公路安全設施）二級及其以上和公路交通工程（公路機電工程）二級及其以上專業承包資質；
4、具有安全生產許可證（有效期內）；
5、擬派項目負責人具有市政公用工程專業二級及其以上注冊建造師執業資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人；
6、業績要求：無；
7、其他要求：無。        

(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); 2. It must be a legal person organization established in accordance with the law within the territory of China. 3. Possess a Grade 3 or above general contracting qualification for municipal public works construction; Or possess a professional contracting qualification of Grade II or above for highway traffic engineering (highway safety facilities) and Grade II or above for highway traffic engineering (highway electromechanical engineering); 4.
