(b)Qualification requirements to be met to implement government procurement policies: (1) Support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing from small and medium-sized enterprises. During the evaluation, small and micro enterprise products are eligible for a 10% price discount. (2) Welfare units for disabled people and treat them as small and micro enterprises.        

(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織；（本項目接受 分公司以自己名義參加采購活動，以分公司名義參加的，應當取得總公司的有效授權書；總公司和分公司不得同時參與本項目采購活動，否則相關響應文件都將被拒絕）；
（4）本項目不允許轉包。
       

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (This project accepts branch companies to participate in procurement activities in their own name. If participating in the procurement activities in the name of a branch company, a valid authorization letter from the head office should be obtained. Both the head office and the branch company are not allowed to participate in the procurement activities of this project at the same time, otherwise the relevant response documents will be rejected.); (4) This project does not allow subcontracting.
