簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：根據(jù)《上海市貫徹<關(guān)于加快構(gòu)建現(xiàn)代公共文化服務(wù)體系的意見(jiàn)>的實(shí)施意見(jiàn)》(滬委辦法[2015]36號(hào))文件精神，圍繞上海市“率先基本建成現(xiàn)代公共文化服務(wù)體系”的總目標(biāo)，按照上海市社區(qū)文化活動(dòng)中心基本配置標(biāo)準(zhǔn)表(2016)的要求，全市各街道(多鎮(zhèn))需擁有至少一個(gè)標(biāo)準(zhǔn)化社區(qū)文化活動(dòng)中心。陸家嘴金融城文化中心，文化分中心委托管理項(xiàng)目旨在通過(guò)引入專業(yè)的管理團(tuán)隊(duì)，實(shí)現(xiàn)文化中心和分中心的規(guī)范運(yùn)營(yíng)和優(yōu)質(zhì)服務(wù)。該項(xiàng)目涵蓋文化中心和分中心的日常運(yùn)營(yíng)、物業(yè)管理、活動(dòng)策劃、設(shè)備管理等多個(gè)方面，確保文化場(chǎng)館能夠?yàn)閺V大市民提供豐富多彩的文化活動(dòng)。本項(xiàng)目一次采購(gòu)三年有效，合同一年一簽，每年經(jīng)過(guò)采購(gòu)人考核合格后，合同續(xù)簽一年，最長(zhǎng)不超過(guò)三年。本項(xiàng)目采購(gòu)預(yù)算所涵蓋的服務(wù)期限：自2025年2月1日起至2026年1月31日止。（具體詳見(jiàn)第三章采購(gòu)需求書）
Brief specification description or basic overview of the project: In accordance with the spirit of the document "Implementation Opinions of Shanghai Municipality on Accelerating the Construction of a Modern Public Cultural Service System" (Shanghai Committee Measures [2015]36), focusing on the overall goal of "taking the lead in basically building a modern public cultural service system" in Shanghai, and in accordance with the requirements of the basic Configuration Standard Table of Shanghai Community Cultural Activity Centers (2016), Every street (multi-town) in the city must have at least one standardized community cultural activity center. Lujiazui City Cultural Center, Cultural Sub-center entrusted management project aims to achieve standardized operation and quality service of cultural center and sub-center by introducing professional management team. The project covers the daily operation, property management, event planning, equipment management and other aspects of the cultural center and sub-center to ensure that the cultural venue can prov

(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）扶持中小企業(yè)政策：本項(xiàng)目不是專門面向中小企業(yè)采購(gòu)，評(píng)審時(shí)小型和微型企業(yè)產(chǎn)品享受10%的價(jià)格折扣；（2）殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies: (1) Support for small and medium-sized enterprises: This project is not specifically for small and medium-sized enterprises procurement, small and micro enterprise products enjoy 10% price discount at the time of review; (2) welfare units for the disabled, and regard them as small and micro enterprises.
(c)本項(xiàng)目的特定資格要求：1、未被“信用中國(guó)”（www.creditchina.gov.cn）、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購(gòu)嚴(yán)重違法失信行為記錄名單；
2、須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織；
3、本項(xiàng)目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program: 1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person or an unincorporated organization legally established in China; 3. Subcontracting is not allowed for this project.
