簡要規格描述或項目基本概況介紹、用途：為推進節能減排工作，夯實排污許可工作前期技術基礎，落實排污許可制度的執行，加強排污總量的控制，對相關企業污染物排放進行核算分析、技術評估，具體工作內容包括：（1）固定污染源污染排放現場核查；（2）固定污染源污染排放總量核算；（3）編制專業管理要求文本。本項目通過公開采購的方式，選取一家合格的供應商開展固定污染源污染排放現場核查、總量核算工作，至少完成368家（其中首次申請約70家，延續、變更、重新申請約298家。）。（具體詳見第三章采購需求書）
Brief specification description or basic overview of the project: In order to promote energy conservation and emission reduction, consolidate the technical foundation of the early stage of pollutant discharge permit, implement the implementation of the pollutant discharge permit system, strengthen the control of total pollutant discharge, and conduct accounting analysis and technical assessment of pollutant discharge from relevant enterprises, the specific work content includes: (1) on-site verification of pollution discharge from fixed pollution sources; (2) Accounting of total pollution emissions from fixed pollution sources; (3) Prepare the text of professional management requirements. Through public procurement, the project selects a qualified supplier to carry out on-site verification and total accounting of pollution discharge from fixed pollution sources, and completes at least 368 companies (including about 70 first-time applications and about 298 renewal, change and re-application). ）。 (For details, please refer to Chapter 3 Procurement Req
合同履約期限：自合同簽訂起至2025年12月31日。
