2、須具備自然資源主管部門依法頒發的《測繪資質證書》，資質等級須為乙級及其以上，業務范圍包括攝影測量與遙感等專業；
3、須系我國境內依法設立的法人或非法人組織；
4、本項目不允許轉包。

(c)Specific qualification requirements for this program: 1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; 2. Must have the Surveying and Mapping Qualification Certificate issued by the competent department of natural resources according to law, the qualification level must be B or above, and the business scope includes photogrammetry and remote sensing; (3) It must be a legal person or an unincorporated organization legally established in China; 4. Subcontracting is not allowed for this project.
