簡要規(guī)格描述或項(xiàng)目基本概況介紹、用途：本項(xiàng)目主要工作為將張江中轉(zhuǎn)站的生活垃圾轉(zhuǎn)運(yùn)，轉(zhuǎn)運(yùn)去向?yàn)槔杳鲌@區(qū)、老港處置基地、海濱焚燒廠，并將生活垃圾傾倒在指定的位置。服務(wù)期內(nèi)，做到垃圾日產(chǎn)日清，按現(xiàn)行的環(huán)境質(zhì)量標(biāo)準(zhǔn)進(jìn)行運(yùn)營管理。預(yù)計(jì)張江中轉(zhuǎn)站日均轉(zhuǎn)運(yùn)量600噸，總轉(zhuǎn)運(yùn)量273000噸。（具體詳見第三章采購需求書）

Brief specification description or basic overview of the project: The main work of this project is to transfer the domestic waste of Zhangjiang Transfer Station, and the transfer to Liming Park, Laogang Disposal Base, and Seaside Incineration Plant, and dump the domestic waste at the designated location. During the service period, the garbage will be cleared every day, and the operation and management will be carried out according to the current environmental quality standards. It is estimated that the average daily transshipment volume of Zhangjiang transfer station is 600 tons, and the total transshipment volume is 273,000 tons. (For details, please refer to Chapter 3 Procurement Requirements)

合同履約期限：15個月（2025年1月1日—2026年3月31日）。

二、申請人的資格要求

2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實(shí)政府采購政策需滿足的資格要求：（1）扶持中小企業(yè)政策：本項(xiàng)目（□是R不是）專門面向中小企業(yè)采購，評審時小型和微型企業(yè)產(chǎn)品享受10%的價格折扣。（2）殘疾人福利性單位，并將其視同小微型企業(yè)。本項(xiàng)目中小企業(yè)所屬的行業(yè)為其他未列明行業(yè)。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is specially for small and medium-sized enterprises to procure, and small and micro enterprise products enjoy a 10% price discount during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises. The industries to which the SMEs belong in this project are other unspecified industries.

(c)本項(xiàng)目的特定資格要求：（3）須系我國境內(nèi)依法設(shè)立的法人或非法人組織；
（4）本項(xiàng)目不允許轉(zhuǎn)包、違法分包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China;
(4) Subcontracting and illegal subcontracting are not allowed in this project.
