(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. （4）具有水利工程質量檢測單位資質等級證書（量測乙級及以上）；
（5）本項目不允許轉包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names); (4) Have the qualification certificate of water conservancy engineering quality inspection unit (measurement grade B and above); (5) Subcontracting is not allowed for this project.
