Brief specification description or basic overview of the project:In order to facilitate the safe travel of residents, we hereby conduct the safety risk assessment of old residential elevators over 15 years, find problems in advance through the prediction mechanism, urge early rectification, and eliminate potential safety risks. This procurement evaluation is expected to be about 280 elevators, with a fixed unit price, according to the actual settlement. The service scope includes Huamu, Dongming. The bidder participating in this bid can bid for one package or for multiple packages at the same time, but each bidder can only win one package.(See Chapter III Procurement Requirements for details)

合同履約期限：2024年12月15日前完成所承擔的電梯安全風險評估工作。
The Contract Period:The elevator safety risk assessment shall be undertaken before December 15,2024.

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）扶持中小企業政策：本項目不是專門面向中小企業采購，評審時小型和微型企業產品享受10%的價格扣除優惠。（2）殘疾人福利性單位，并將其視同小微型企業。本項目中小企業所屬的行業為其他未列明行業。
(b)Qualification requirements to be met to implement government procurement policies:(1) Policies to support small and medium-sized enterprises: This project is not specifically for small and medium-sized enterprises, and products of small and micro enterprises enjoy 10% price deduction during evaluation.
(2) Welfare units for the disabled, and regard them as small and micro enterprises. The industries of smes in this project are other unlisted industries.
(c)本項目的特定資格要求：（1）符合《中華人民共和國政府采購法》第二十二條的規定；
（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
（3）須系我國境內依法設立的法人或非法人組織；
（4）本項目不允許轉包、分包。
(c)Specific qualification requirements for this program:(1) Compliance with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;
(2) Not being "credit China" (www.creditchina.gov. Cn), China Government Procurement network (www.ccgp.gov. Cn) shall be included in the record list of persons subject to enforcement for trust-breaking, major tax illegal trust-breaking subjects, and serious illegal trust-breaking behaviors in government procurement;
(3) It shall be a legal person or an unincorporated organization legally established in China;
(4) Subcontracting or subcontracting are not allowed for this project.
